According to reports, Kellogg arrived in the Ukrainian capital of Kiev on the 19th for a visit. Earlier, there were reports that the United States proposed a so-called “rare earth for aid” mineral cooperation agreement to Ukraine. Zelensky once said that the agreement lacked “security guarantees” for Ukraine and was not allowed to be signed. According to foreign media reports on the 19th, citing sources, the Trump administration may seek to reach a simplified mineral agreement with Ukraine and then negotiate detailed terms.

According to the Ukrainian National News Agency, Kellogg also met with Ukrainian Foreign Minister Serbiga on the 20th. Serbiga reiterated Ukraine’s position that it is ready to “achieve peace through force” and stressed that Ukraine and “transatlantic” security are inseparable.
