
On September 29, 2025, the Israeli Prime Minister’s Office issued a statement stating that Prime Minister Netanyahu, during a meeting with Trump, expressed Israel’s support for the US “20-point plan” for a ceasefire and post-war arrangements in the Gaza Strip.
Trump and Netanyahu announced the plan at a joint press conference at the White House, urging Hamas to agree to it and warning that if Hamas refused, the US would “fully support” Israeli military action in the Gaza Strip, and Hamas would face a “tragic end.” Netanyahu also stated that if Hamas refused, Israel would “achieve its stated objectives.” The main contents of the “20-point plan” include: Hamas releasing all detainees within 72 hours of accepting the agreement, while Israel will release 250 Palestinian prisoners sentenced to life imprisonment and 1,700 Gaza residents captured since the outbreak of the current Israeli-Palestinian conflict; the full resumption of humanitarian aid to Gaza; the establishment of a non-political transitional governing body composed of Palestinians and international experts, with Hamas not participating in post-war governance in Gaza; the demilitarization of Gaza and the deployment of a temporary international stabilization force. Trump will chair the “peace council.”
On October 3rd, Hamas issued a statement stating its willingness to negotiate through mediation to implement the plan. It agreed to release all hostages and hand over the remains of the victims, as proposed by Trump, but only if the necessary conditions for the exchange are met. Hamas also agreed to transfer the administration of the Gaza Strip to an independent Palestinian institution. However, there are disagreements within Hamas regarding the plan, and its future direction remains uncertain.
